FT-299 Negative rebuttal

• create rebuttal section
  • applicant will be able to add files to the section
    
    • the applicant won't be able to add files directly to the team drive but they'll be able upload any number of files and reference them (not hyperlink to them) in their rebuttal
      • this will address we don't want the applicant to claim a procedural error if they're not able to provide additional materials
  • 1 google document for the rebuttal will be auto created by the system
    • applicant will have edit access to this document in the team drive only
  • the applicant will only have view-only access to the team drive
• Where to create this section?
  • on the Dossier tab?
    • all other sections of the dossier tab would need to remain disabled
    • applicant has the ability to still add sections if they choose to do so
  • a separate Rebuttal tab?

Do we want to tweak the file options available in the sections on the dossier tab

• current options for a section
  • Upload file
  • Create google doc
  • Link to a google doc
• we can remove "upload file" and force faculty to use google docs; influence their behavior
• we would need to put the "Upload File" back on the rebuttal part because the applicant won't be able to move files into the team drive
• run a report to help influence our decision (see action item)

Appeals

• functional team needs to work through specifications
• UHPA will need read-only access because they help the applicant
  • accomplish this with a new role in TnP

Electronic applicants have early access to their dossier and recommendations vs the manual folks

• it may be an issue and if it is, create a new state (Pending President Approval) until it gets to the FINAL state
• once the app is in the FINAL state, the applicant gets view access to their team drive and can see the reviews
