Allow DC to view dossier earlier

JIRA: FT-456 - Getting issue details... STATUS

The collective bargaining agreement (CBA) states that the DPC and DC get the dossier at the same time and it states that the DC has to review for completeness. Is that before the applicant submits?

• Sandra says that they might have to consult with UHPA
• Consultation with Jim has stated that as long as the DC doesn't have any influence over the DPC or make a recommendation before their turn
  • workaround has optic issues if we put the DC as a DPC Reviewer

Grant DC access to the application at State 103 and 121

• Grant DC shared drive permissions

When DC is added/removed to Committees tab, remove shared drive permissions.
