Dossier library modifications

JIRA reference: FT-194

High Level Requirements

1. Create a new column in APPLICATION db table
   1. will be manually set in this rollout and be used to know which applications will be shown in the library
2. Create a link entitled "Dossier Library" in the Help menu 
3. Create a new view for the library
   1. layout will be exactly like the main menu page
   2. Display the following columns
      1. Applicant
      2. Application Type
      3. Subject Area (from the Eligibility tab)
      4. Classification and Rank, i.e C3, I4  (Current Appointment section from the Eligibility tab)
      5. Campus
      6. Year
4. Display the Eligibility and Dossier tabs only
5. Create an admin job to turn link sharing on and off for all files in the applicant's shared drive 
   1. 
   2. input 1 or many application IDs

Questions
