Allow the DC to view the dossier when the DPC sees it

it's in the collective bargaining agreement (CBA) that the DPC and DC get the dossier at the same time
Sandra says that they might have to consult with UHPA
Consultation with Jim has stated that as long as the DC doesn't have any influence over the DPC or make a recommendation before their turn
- workaround has optic issues if we put the DC as a DPC Reviewer

- hard copy: the applicant gets the signature of the DC and they hand it in
  - DC doesn't really review

- hard copy: goes to the DC upon submittal
CBA states that the DC has to review for completeness
If possible: need to send out a different email to the DC

Confirmation message when any of the reviewing parties submit their assessments

hide it for Manoa and UHWO
for Manoa, the college coordinators don't see the TPRC exclusions
CCs want to show a check box that the applicant doesn't want to exclude anyone
- message doesn't make sense because when the coordinator sees it, they don't know if the applicant forgot about it or if they really didn't want to exclude
