We limited participants the first few cycles because we wanted "good" applicants who were highly likely to be recommended for tenure/promotion. This gave us time to iron out the specs for the appeals process.
Working group in moving courses online, which pulled TnP into the conversation

- institutions are considering allowing faculty to delay or postpone tenure applications for a year come Fall 2020
- no punishment; simply just stopping the clock versus an extension
- things like external letters come into play because Manoa requires it but CCs doesn't
