  • contract renewal apps
    • (minus) remove waiver of minimum quals section because it doesn't apply

Voting (FT-501)

  • (minus) allow deadlocks, ie 4 positive and 4 negative
  • DPC
    • (minus) if S&W, make the votes not required
    • (tick) abstentions
      • abstention means a committee member can abstain from voting
      • Hilo and WO allow it
      • Manoa and CCs don’t allow it
      • outcome is we won't add an abstention voting box; it will not be recorded in the positive and negative vote count
