Let faculty drive the initiation process

• Do we have PS data to verify that they're eligible for tenure?
  • we can create a UH Groupings of faculty that are eligible for tenure, either manually or automatically, if the data is available

Use html instead of jsp

• we'll be able to move faster with Blake's html mockups
• no jsp compilation overhead
• no need to worry about updates to the JSP specifications
• with angular, certain features can be performed without an internet connection
