Add checkbox on the Eligibility screen for Manoa applicants
- Certain contracts allow the applicant to make changes to their dossier after the DPC provides feedback
- Store value in the eligibility database table as YES/NO (default to NO)
- User interface

Create 2 new States
- Applicant Reviewing DPC Feedback (see https://www.hawaii.edu/bwiki/x/BYA-Ig)
- DPC 2nd Review (see https://www.hawaii.edu/bwiki/x/BYA-Ig)
Workflow changes
- DPC → Awaiting Applicant to Review DPC Feedback → Applicant Reviewing DPC Feedback → DPC Reviewing (2nd Time)
  - After DPC Review, if value of flag = YES
    - Send email to applicant asking them if they want to make changes based on DPC feedback (need language from functionals)
    - State = Awaiting Applicant to Review DPC Feedback
    - "Review Dossier" buttons in sub menu
      - if Yes
        State = Applicant Reviewing DPC Feedback
        Applicant granted edit access to google team drive
        Applicant granted edit access to Dossier tab
        Applicant granted read access to Reviews tab
        "Review Complete" in sub menu
        send to DPC for second review
      - if No
        send to DC committee

Is there a time limit imposed on the applicant for making changes to their dossier?
