Your permission screen is likely setup to allow All Authenticated Users to "Create documents in this app" as shown below or your are restricting permissions based on Users, Groups or Roles.

Faculty and Staff user records are synchronized against UHIMS daily. Students are synchronized on the 1st of the month because of the sheer number of students to process. Student synchronization generally completes by mid afternoon on the 1st of the monthStudent records are synchronized every Sunday and generally completes in 6 to 7 hours.
