When the application transitions to State 112 (Applicant Reviewing), the applicant is not allowed to touch what they initially submitted and coordinators are having difficulty navigating the process and the Google Shared Drive interface.
- No changes to the Applicant's google shared drive permissions; they only have read only access
- The original sections and files must not be editable
- Create a section entitled

- Applicant cannot delete this section
- Applicant cannot delete this section or edit the section name
- Create a link to the google file "Rebuttal" under the above section with the Description=Rebuttal
- This file cannot be deleted and the description of the file cannot be edited
- Only the "Upload File" option is available for this section so replace with an upload icon instead of the plus icon
