Workflow changes
- DPC → Awaiting Applicant to Review DPC Feedback → Applicant Reviewing DPC Feedback → DPC Reviewing (2nd Time)
  - After DPC Review, if value of flag = YES
    - Send email to applicant asking them if they want to make changes based on DPC feedback (need language from functionals)
    - State = Awaiting Applicant to Review DPC Feedback
    - "Review Dossier" buttons in sub menu
      - if Yes
        State = Applicant Reviewing DPC Feedback
        Applicant granted edit access (Manager) to google team drive
        Applicant granted edit access to Dossier tab
        Applicant granted read access to Reviews tab
        "Review Complete" in sub menu
        send to DPC for second review
        remove google team drive access from applicant
      - if No
        send to DC committee

Is there a time limit imposed on the applicant for making changes to their dossier?

Do you want the applicant to decide if they want to make changes or not?

If the applicant does review it, should it go to the DPC a second time regardless if they made changes or not?
