- policy to say we will support flash or html5
- conversion happening on the fly right now but we'll want to do the conversion when the document is uploaded by the user

- created a new github project for ddl, documentation, etc in uh-its-tenure-project
- application.properties (read-only) are not overridable so the properties that need to be overrided are put in custom.properties (overridable)
