Requirements
- AwaitingApplicant State Progression (when the application transitions to State 111)

Remove the modal and just push to state 112 if they hit the button? It'll auto-submit based on the batch job and push to state 114 so that they don't have to do anything if they don't want to review.

- Revoke google permissions from previous state
- Grant google permissions for this state
- Delete batch job created in FT-300 (State 111)
Create batch job- Send email

- Create a "tnp-rebuttal" folder
- Create a single google doc named "Rebuttal" under the "tnp-rebuttal" folder and make that file writeable
Applicant is not allowed to edit any other documents in the drive but this one file.
- TnP Changes
- Display "Review Complete" button in subheader for the applicant
- Rebuttal Section of Dossier
- Create a section called "Rebuttal to Negative Reviews"
- Applicant cannot delete this section or edit the section name
- Create a link to the google file "Rebuttal" under the above section with the Description=Rebuttal
- This file cannot be deleted and the description of the file cannot be edited
- Only the "Upload File" option is available for this section so replace with an upload icon instead of the plus icon
- Files uploaded to the dossier tab must be stored in the rebuttal folder of the shared drive
