Background
There's a need for an HR Manager to view completed applications. How this came about is because more faculty are starting to request for Special Salary Adjustments. The union has agreed with us that the faculty cannot use the same reasons for the special salary adjustment that they used for a recent t/p application. So, when the HR manager (or whoever is reviewing the SSA) reviews requests for SSAs, they need to check recent t/p applications to make sure they didn't use the same reasons. Otherwise, they would get 2 pay adjustments (1 for promotion and 1 for SSA) for the same reasons.
What
Create a new system role labeled "Examiner".
This role will have access to the FINAL/WITHDRAWN (state 115, 123, 133) applications for the given office.
